Recently many users reflected they have trouble in mirroring iPhone to iPad. It’s believed most users know well how to stream the mobile phone to PC. However, if you want to realize streaming between iOS devices, the operation steps may be slightly different. Here we take mirroring iPhone to iPad for example, please follow the instructions below:
1.To start with, go to Apple App Store to download ApowerMirror on both your iPhone and iPad, and also make sure the two devices are connected to the same wireless network.
2.On your iPhone, head for “Settings”>”Control Center”>”Customize Controls”>add ”Screen Recording”.
3.Launch ApowerMirror on both iPhone and iPad. On your iPhone application hit the M-shaped icon at the bottom of the interface, then the app will automatically scan for available devices. Just tap the name of your iPad.
4.Swipe up the screen or slide down the top right to reveal Control Center on your iPhone. Press hard on “Record” button and tap the name of “ApowerMirror”. Then choose “Start Broadcast” to initiate the mirroring process. Afterwards your iPhone screen will be shown on your iPad.
Note: The streaming device requires iOS 11 and higher.

Sorry for the inconvenience. Could you please try to restart your router and TV and try again? Besides, please refer to here to disable AP isolation: https://www.apowersoft.com/community/topic/turn-off-ap-isolation.html
